ordinary papers
Periodicals such as fashion or photography magazines that do not have a time value and therefore do not require the U.S. Postal Service preferential delivery priority accorded red tag periodicals (periodicals that are issued at least weekly and contain news value information). According to USPS regulations, ordinary papers are distributed through the same preferential network as red tag mail but receive a lower priority.
