The rayon corresponds to the Goght'n[2] canton of ancient Armenia's, medieval Armenia's Vaspurakan province, and then was a part of independent Armenian Vaspurakan kingdom. Its main city was a small town of Vortvat until 737 AD.[3] (since the XIX century known also as Ordubad). Goghtan gavar (canton) was known by numerous Armenian monsateries[4]. From the 890s it goes under Arabic rule but remained populated by Armenians, the Goghtn state's center was the town of Goght'n (which was probably either Votrvat (Ordubad) or Agulis). Its Arab emirs were of the Shaybani tribe and were often in conflict with the neighbouring emirates of Nashawa (Nakhichevan) and Dabil (Dvin) and sometimes in alliance with the Armenian Bagratids. Before 1813 district remain under Persian control. But after Russo-Persian war according to Treaty of Gulistan Goghtan came under Russian control. At the brief period of independence (1918-1920) the district was a part of Democratic Republic of Armenia[5]. But after establishment of Soviet rule in Armenia and Azerbaijan in 1921 like some other Armenian populated districts it was forcibly append to Soviet Azerbaijan by bolsheviks because of their alliance with kemalistic Turkey claiming to hand Armenian populated Nakhichevan, Artsakh (Karabakh) and Zangezour regions to Soviet Azerbaijan.
