Wikipedia:

Peep Valve

A PEEP Valve is commonly referred to while in a medical emergency, or in a hospital. This device is a small cork-like, plastic object that fits on to a bag valve mask (BVM). All this does is limit the air flow that the patient can "breath" out (exhale) while artificial respiration is necessary.

This gives EMS Workers (Doctors, Nurses, certified first responders, EMTs and Paramedics) the advantage of knowing that the patients lungs will not collapse.
