Neither Internet, nor e-mail, nor parcel delivery competitors stays these couriers from the swift completion of their appointed rounds. That is, if the Postal Regulatory Commission (PRC) has anything to say about it. Created in 1970 to oversee the US Postal Service (which has been slashing operations in the face of financial losses, increased competition, and a steep decline in mail volume), the independent agency develops and maintains postal rate regulations, consults with the Postal Service on delivery standards, and works with the State Department on international postal policies. The PRC is comprised of five commissioners who are appointed by the US President for six-year terms.
