Supported by the National Science Foundation, The Gauss Research Laboratory was instituted at the University of Puerto Rico, Rio Piedras Campus in 1986. In 1989 the National Science Foundation awarded funds to Dr. Oscar Moreno for his project entitled Support for the Participation of the University of Puerto Rico in the NSFNET, and the .pr domains were assigned to the Gauss Research Laboratory under the management of Dr. Oscar Moreno. Since then, the Gauss Research Laboratory has offered .pr domain services to national and International companies, organizations, and agencies.
The .pr Domain committees (Local, International, Academic) recommended the creation of a not-for-profit corporation, "Gauss Research Laboratory Inc." (GRL-INC), a corporation organized under the laws of the Commonwealth of Puerto Rico, registered with the Puerto Rico Department of State, is the managing organization of the Puerto Rico's Top Level Domain and is the entity responsible for providing a stable and secure management of the .pr domain.
The .pr ccTLD is a dynamic registry with a solid infrastructure that provides a service of excellence to the Puerto Rican and to the global Internet community. As part of its commitment to contribute towards the development of relevant technological standards and in accordance with this role, Nic.pr has already implemented IPV6, Anycast and DNSSEC technology. Nic.pr provided the vote needed to form the North American region according to the ccNSO and ICANN agreements and currently participates in various working groups such as the Internationalized Domain Names (IDNs) and the ccNSO regions.
