Plot

Art Hoke (Maclyn Arbuckle) is a political boss with a heart. He is determined to win the mayoral election against Frank Grandell (Malcolm Blevins) at any cost, but on the other hand, he's sincerely sensitive to the needs of the poor. Hoke often makes the rounds to help needy families, accompanied by a crazy but well meaning half wit named, appropriately, Loony Jim (Charles Ruggles). One day Hoke finds a baby carefully set in a chair at his home. In spite of his housekeeper's insinuations, he really doesn't know who the mother is. It turns out that after seeing Hoke's paternal instincts emerge during his missions of mercy, Loony Jim decided he should have a child of his own and stole one. Hoke is unable to return the child to her parents, so he raises her as his own. ~ Janiss Garza, Rovi
