Free publication designated by the U.S. Postal Service to be eligible for periodicals class treatment normally reserved for paid publications. A requestor publication must show proof, in the form of a signed request form, of the recipient's interest in receiving the publication. Publications other than paid or requestor publications are considered promotional material eligible only for standard mail treatment.
