Richard Lionel Tapper is a professor emeritus of the School of Oriental and African Studies of the University of London. He is an anthropologist specializing in the nomadic peoples of Iran.

Tapper received his master's degree from Cambridge and his doctorate from London (1972).

He was a founding member of the Afghan Refugee Information Network. (Tapper, 2008)
