SIGCSE is the Association for Computing Machinery's Special Interest Group on Computer Science Education, which specializes in the improving and creating methods of teaching computer science. It is also the name of an annual conference, a.k.a. ACM Technical Symposium on Computer Science Education, organized by SIGCSE.
Most of the focus of SIGCSE is on higher level education, though discussions often drift into improving education at the high school level and below.
Newsletter
A newsletter by the name of inroads is quarterly, with two of the yearly issues dedicated to articles presented at the two main conferences (SIGCSE and ITiCSE).
