Expression often used by retailers to satisfy federal controls when advertising special sales. The advertising usually accents the low prices available, and the customer makes mental comparisons with prices on the retailer's regular line of merchandise. It usually indicates a lower-cost, lower-quality line of merchandise being sold at the full price for that product.
