US Military Dictionary:

standing army

An army prepared at all times for action, especially in peacetime, and consisting of regular forces as well as reserve components.

The term is mildly pejorative, the implication being, at least in the United States, that in peacetime such an army “stands around” and consumes inordinate amounts of national resources.
