US Military Dictionary: Strategic Bombing Survey
 

A survey ordered by President Franklin D. Roosevelt in 1944 that attempted to assess the components of Allied air strategy over Germany during the war that had led to its success and overall superiority, with a view to planning a strategy against Japan, and for overall future planning and development of the armed forces and national defense. The survey played a role in the decision to use the atomic bomb.
