Wikipedia:

Tactile Talking Tablet

A talking tactile tablet or T3 is a graphic tablet with a touch surface that can be used as an input device that uses swell paper to create 3D overlays and connects audio-files to parts of the overlays.

The advantage of the talking tactile tablet is that audio zones can have up to 10 layers of audio per tactile image so lots of information can be shared to the visual impaired user by touch and sound.
