Abbreviation for Troubled Asset Relief Program. Pub. L. 110–343. A program created by an Act of Congress to address the subprime mortgage crisis. The emergency economic stabilization act of 2008 established a treasury fund to purchase troubled assets, such as commercial and residential mortgages, to aid in stabilizing fi nancial institutions against further losses. With increased liquidity and lessened fear of future losses, banks would be encouraged to increase their lending instead of holding onto their cash, thus bring order, stability, and improved confi dence to the fi nancial marketplace.
