Controlling board of the U.S. Postal Service. The board includes nine governors, who are appointed by the President of the United States and approved by the Senate; the Postmaster General, who is appointed by the Board of Governors; and the Deputy Postmaster General, who is appointed by the Postmaster General and the governors. Governors serve a term of nine years. Among other administrative duties, the Board of Governors proposes new rates to the postal rate commission. The Postmaster General and Deputy Postmaster may not vote on rates. The Board of Governors was created by the Postal Reorganization Act of 1970.
