Fowler's Modern English Usage:

unaccountable

Unaccountable means (1) 'that cannot be accounted for', i.e. 'inexplicable'
(The unaccountable and secret reasons of disaffection between man and wife—Milton, 1643)
, which remains the dominant sense, and (2) 'not liable to be called to account', i.e. 'irresponsible' (in the technical sense: sinister laws imposed on us by distant, unaccountable bureaucrats). Like reliable and a few other adjectives in -able, it is formed somewhat controversially from an intransitive verb (one that does not take an object), the linking prepositions for and on (account + for, rely + on) being suppressed in the -able forms.
