Example: The Reading Railroad's unit value is $1 billion, based on cost, market, and income Appraisal Approaches. For Ad Valorem property tax purposes, the $1 billion unit value is Apportioned to the 22 counties in which it operates. In that way, the entire $1 billion is taxed, no more and no less.
