Known as the "Blackout Bomb", the BLU-114/B graphite bomb was used by NATO against Serbia in May 1999, disabling 70 percent of its power grid with minimal casualties. The bomb was specifically designed to attack electrical power infrastructures. A similar bomb was used against Iraq in the Gulf War of 1990-1991. It knocked out 85 percent of Iraq's electricity generating capacity. It works by exploding a cloud of ultrafine carbon-fiber wires over electrical installations, causing a temporary short-circuiting and disruption of electrical supply.
