Despite being visually impaired, Professor Kang Young-woo was named policy advisor of the National Council on Disability of the U.S. White House in 2001.

After he graduated with honors at Yonsei University, he went on to the University of Pittsburgh in Pennsylvania, and became the first blind Korean to earn both a masters degree (Psychology) and a doctorate (Special Education).

While serving as an advisor to the U.S. government for three years, Kang introduced special programs for the disabled at firefighting and police academies in America to teach American firefighters and police officers how to rescue the disabled in fires and accidents. He also supported the research and development of six kinds of electronic devices for the disabled, including mobile phones and automatic teller machines.
