The Zamboanga City Special Economic Zone Authority (Zamboecozone), otherwise known by its corporate name as Zamboanga Freeport Authority (ZFA), was created by virtue of the Republic Acts of the Philippines 7903 of the Philippines, authored by then Congresswoman and late mayor of the city of Zamboanga, Maria Clara L. Lobregat.

The special economic zone was enacted into law on February 23, 1995 and made operational a year later with the appointment of a Chairman and Administrator and the members of the Board by former President Fidel V. Ramos. It is located about 20 km. from Zamboanga City. The Zamboanga Freeport Authority is managed as a separate customs territory and offers incentives for would-be investors like tax free importation of goods, and other tax incentives.

Features and Facilities

First Development Site

The 64-hectare First Industrial Park is located in San Ramon, which is only 40 minutes away from the city proper. The area is suitable for commercial and service oriented projects, institutional complexes, and light to medium enterprises.

Basic utilities at the First Industrial Park are already in place. At present, the Zamboanga City Electric Cooperative supplies the zone with electric power, but recognizing the need for 24 hours, 7 days a week continues power, the ZamboEcozone has completed negotiations with the National Transmission Corporation and is now in its implementation stage to directly tap its power grid to Napocor's 69 KV lines.[1]

The zone is also completing its 5 MVA Sub-station project within the First Industrial Park, that will give the zone continuous and suitable power supply. The Authority also has its own stand-by generator in case of power supply shortage.

The zone has its own water supply which primarily comes from 2 natural springs in one of the barangays in the ZamboEcozone Highlands.

The zone has also constructed a 150 gallons per minute capacity Production Well as its reserve water supply facility.

The ZamboEcozone's intermodal, dual connections communications is service by the Philippine Long Distance telephone Company.

The zone's voice/fax telephone lines are connected via microwave system, while our internet connectivity is hinge on the PLDT's robust, extensive and fully redundant Internet Provider Backbone System with 512 kilo bytes per second and up to 2 mega bytes capacity and 512 kbps Committed Information Rate.

As agreed on, the Corporate Business Group of PLDT Head Office has recently concluded a survey for providing optical-fiber connection to the zone, to cater to the needs of the expected BPO's and eventually call centers in the ZamboEcozone.

The Authority has recently completed the construction of a 600 cubic meter per day capacity Sewage Treatment Plant for the zone's wastewater management program.

The ZamboEcozone ICT Facility has 50 seats now ready for occupancy, as well as modular offices for as low as 100.00 pesos per square meter per month with complete telephones lines, 220 volts power outlets and local area network.

The center is being served by PLDT and is equipped wit 512 kbps broadband bandwidth for quick internet and network services.

To cater to manufacturing companies, available for lease are four units of 1,000 square meters Standard manufacturing Buildings.

Also inside the zone are 3 bedroom investors houses for rent and a multi-purpose center for special occasions.

Other facilities in the ZamboEcozone include a rest house featuring first class accommodations with 2 swimming pools.

Adjacent to the rest house is a breathtaking view of the lagoon in the ZamboEcozone Nature Park for the relaxation and leisurely activities of its guests.

The zone also features other amenities like a fitness gym, a basketball court, a tennis court and a baseball field.

Second Development Site

The 2nd Industrial Park has a total area of 664.68 hectares and is characterized by a 3 kilometer seafront.

The seafront area is suitable for resorts, theme parks and a commercial strip, while the rolling hills which offers a magnificent view of the sea and the highlands as its backdrop, is ideal as a retirement community and residential resort.

Other investment opportunities in the seafront Second Industrial park include the construction and operation of an International Seaport Complex, hotel and casino, a commercial hub and themes parks.[2]

Within the Second Industrial park is the 300-hectare area allotted for the development of a retirement center and high-end residential resort which is dubbed as the ZamboEcozone Tropical Retirement Community with complete amenities in the country.

The Second Development Site, our ZamboEcozone highlands, consist nearly of 15, 400 hectares of logged-over forest and about 1,500 feet above sea level at the highest point with several waterfalls suitable for resorts.

The highland is a forest-paradise with thickly fogged landscape of lush green foliage, vibrant flora and exotic fauna.

Priority projects for agro-forestry include the establishment of agricultural estates and orchards for the production of high-value fruits and crops like Durian, Lanzones , strawberry, vegetables and cut-flowers.

The zone's appreciation of the current eco-tourism trend resulted in development of an Agro/eco-tourism Park that features an activity center, a vacation cottage, cut-flower and vegetable gardens, camping areas and picnic groves.

The park is also the staging area for trekking activities that leads to magnificent waterfalls and other scenic sites.

To date, 19 registered locators are enjoying the perks of doing business in the zone.

These locators are from varied industries such as facilities operator, trading, food processing and canning, manufacturing, software development, motorcycle assembly, and reconditioning of vehicles.
