WOW! That's weird. But then this is electricity and its weird by nature. Yet it also has rules and the thing I get most is that the simplest answer is usually the best answer. You have a connection that either burned came loose OR a wire has broken or been cut. Question is where is it, the connector or the wire?
The fact that the lights come on when you pull back the lever means you have everything necessary for the system except a path with the switch on. Check the connections to the switch and the lights and ensure they are on then look for a loose connector somewhere, probably by the feet or in the engine. Mine was behind the glove box. Move them around with the lights on and see if anything happens.

I dont think that the 1990 4Runner had daytime running lights so you would have to turn them on yourself. Otherwise the headlights each have their own fuse and a relay in the engine compartment, if these are not bad then it may be the switch.

Yes, but the '97's aren't as bright as the 99's. I'd put 1999 back on your 1999. They are also cheaper.
That happen to my 4runner you need to rebuild the tranny or buy a new one cost me $1800. sorry
A 1991 Toyota 4runner is bigger than a 1990 4runner
The brake lights should not come one until you step on the brakes. The tail lights should come on when the headlights are on. If they're weak, maybe there's dirt in/on the lenses or maybe the bulb is old and clouded. Change the bulbs and see if that improves things.
