There are different sized gears that install in the transmission to fix your problem. Follow the speedometer cable down to the transmission. Unscrew it. There will be one bolt that holds the gear in place. Remove it and take out the entire unit. Different gears are different colors. You'll probably have to experiment to figure out which one you need. Some parts stores and most dealers carry these gears.

Yes, it is obvious that if the radius of tire is small than it effect on the speed of the car. Smaller tires will show the speed on the speedometer more than actual.
A worn or frayed speedometer cable will make the speedometer shouter. As the speedometer cable becomes more frayed the speedometer will eventually quit working.
if you have changed the tires to a different size than what was factory size this will throw the speedo out if your car is computerized this can be corrected at mechanic shop if tires are not the problem and no computer, i would say it is more likely to be the speedo head or the actual speedo cable

The faster the gears spin the more the speedometer goes up. If a person replaces stock tires with larger tires, then the tires will spin slower, which will cause the speedometer to read at a value that is less than the actual speed.
Usually, stock vehicle speedos will show a little more than actual speed. But if the vehicle has been modified, all bets are off.
