One reasons a Dodge W 250 defroster may not work is the blower motor relay. This can be replaced easily. If it isn't the relay, there may be a problem in defroster door binding. A mechanic will be able to determine the cause.

If all the controls are set correctly, you may have a problem with a little door (called a 'damper') inside the ductwork not opening to allow the air to flow properly. Unless you are mechanically inclined, this is probably a job for a mechanic or dealer.
Not very for a mechanic. If you want to do it yourself get a shop manual. Make sure the negative battery terminal is completely disconnected. Did it fail, my 89 Caprice Brougham's distributor is fine. If you are getting bad ignition it is probably not the distributor. Check for cracks.
