This is normal operation for the fuel pump. It run's for acouple of second's to pressure up the fuel rail.
The filter is in the carburetor inlet. there is no external filter on this car. It uses a small sintered bronze filter behind the carb inlet fitting.
The connection on top is from the filter inlet (discharge of the pump). The connection on the opposite side of this one is the filter outlet back to the pool. The connection below the filter inlet is for backwashing the filter.
Probably because you have a plugged inlet filter. All washers have this tiny filter inside the inlet hose. -Another possible reason is the electrically controlled inlet valve, it may fail .

Yes, there is an Inlet and Outlet. From the fuel tank, the fuel enters the inlet side and exits from the outlet side. The filter should be marked or possibly have different size connectors.
on the side of the carb. look for the word filter and an arrow near a inlet nut...unscrew the nut and out pops the filter!
Depending on the fuel filter, it will either have an arrow or be label inlet and outlet. The arrow should be placed pointing away from the tank. Those labeled inlet and outlet will only attach in the correct direction.

If your car has the fuel injected V6 the fuel filter is next to the fuel tank. If your car has the carburetor the fuel filter is in the inlet to the carburetor.
