If you are sure the blower is working and pushing good air flow, it could be the air flap that changes the flow from defrost to the floor or to the vents is stuck. It may be partly open but not all the way and only allowing limited air flow.
This sounds like you have an exhaust leak in your exhaust manifold, if not, the gases could be getting sucked in through your trunk, if there is a rusted hole in there.

My next guess, in this form of troubleshooting, would be a wiring harness problem / fuse problem / pass through or plug problem. IE The computer is telling something to work, but the signal is not getting to the right place.
