i have a 97 grand Cherokee and discovered in 2002 that there was a recall on rollover switch to cut off fuel might be a place to start
If the fuses are good on a 1996 Jeep Cherokee and the horn still will not work, check the horn relay switch on the passenger side fender wall inside the engine compartment. Also check to make sure that the horn is hooked up properly.
Most of the relays are located in the fuse box under the hood, on the passanger side. there are a couple relays that are with the fuses in the passanger side fuse pannel inside the kick pannel.
