It is possible it is the body control module, I had the same problem except my brake lights worked.

It defiantly can be relevant. Moisture may have damaged the gauges or the wiring. Have the leak fixed before repairing the gauges. Have you checked the fuses and all connections.

The problem your having doesn't sound like a fuse.it could be as simple as the grounding wire from the frame to motor or body. there is a ground that connects to one of the bolts on the windshield wiper motor. I'd start looking there first
