We had that problem. I was the clockspring in the steering column. Eventually the airbag light came on and cruise control stopping working. Bought our Caravan used and discovered there was an old recall that had not been done. Check the internet, you should not have to pay to get the dealer to fix it.

Its probably too loose, they stretch out over time. If replacing the belt doesn't work then try replacing the tensioner.
No, the tank has to be lowered to access.
Basically it means that the bulb needs replacing.
It is in the tank, supposedly it is a lifetime filter and never needs replacing
