Fuel injectors run on electricity, and an electrical impulse to fire. When the charge is gone, so to is the ability for a fuel injector to move fuel to the engine block.
You are getting fuel to the fuel injector, but not the engine.
Check the voltage going to the fuel injectors.
-no voltage, or not enough
--short circuit in fuel electrical system.
--replace the ecu (check the manual or call the dealership)
-good voltage to injectors, replace the fuel injectors.

You could be getting a little cylinder "wash down" from an injector that's sticking open. Try a little fuel injector cleaner in the next tank of fuel.

If it is just one injector, it is a bad injector or a problem in the wiring harness or connector for that injector. If it is all of the injectors, it could be a fuse, the entire injector harness, a broken loose or unplugged connector on the injector harness, or the fuel pump or fuel pressure regulator.
The 1998 Neon could have several things malfunctioning if it is not getting fuel. The EFI (Electronic Fuel Injector) could be to blame. It is what replaced the carburetor. The fuel filter could also be to blame.
You may not have sufficient fuel pressure. The 2.2 should have 41 to 47 psi and the 4.3 should have 60 to 66 psi.

this could be caused by a fuel problem, not spark. check to see if your getting spark to the plug. ck to see if the injector is firing, and run a compression test on that cylinder
