1999 s10 4.3L Vortec pickup with air conditioning you were just wondering why the ac pump engages when you turn on the defrosters and turn the temperature all the way to hot. ac still works great?

The design of this system provides for the A/C compressor to operate in the position you are describing in order to decrease humidity in the vehicle. This is normal and should not be cause for concern. This has been a design feature on this type of vehicle since the late 70's. SDIgroup

Tighten the belt. The belt drive the AC compressor. On some cars the compressor engages when the defrost is on to remove moisture from the air before it's heated for the defrosters.

it may be, because when the ac comes on , the ac compresor clutch engages and takes power away from the engine. is your ignition timing properly adjusted?

The A/C compressor is clutch driven, when electricity is applied to a coil, it engages the clutch. Most likely the coil shorted out in the A/C clutch on the front of the compressor.
