your horn is not working, the alarm has a different horn.
Clicking inside the steering column on the 1998 Plymouth Voyager sounds like a steering pump problem. It could also be that the steering box needs to be replaced. This should be looked at by a reputable mechanic as soon as possible.

I'm not a mechanic / technician but it sounds like it could be a problem with the clock spring . The clock spring allows the steering wheel to be turned back and forth while still maintaining the electrical connections to the horn and cruise and air bag electrical connections to the steering wheel
