This is a question for which there's more than one possible answer. In order to narrow it down, some hands on diagnosis needs to be done. Fuses, wiring faults, an issue with the collision sensor, a fault in the control module.. all are possible reasons. You need to have an OBD scanner capable of interfacing with all modules of that vehicle (those cheap ones you get at auto parts stores aren't going to do it for you) and see what DTCs pertaining to the airbag are active.
