Your question is indeterminate. If you need another fob, you can obtain one from the dealer. If your transmitter has stopped working, the simplest thing is to have the batteries replaced.
All transmitters have a watch battery that powers it. The better battery to get is the silver oxide battery that a jeweler can provide. They can also change the batteries for you if you buy the battery. Most fobs use one or two batteries and are easily changed yourself should you need to do so.
Read the back of your fob, it will tell you the size battery(ies) to get. Purchase the battery from a retailer. Remove the fob from your key ring. If there is a screw in the back of the fob, get a white piece of paper to work on. Remove the screw and place it on the paper, then gently pry the two pieces of the fob apart. Inside you will find the flat batteries mounted in a spring. Pop the old battery out and discard. Place the new battery in the fob in the same manner as the old battery. Replace the screw, or snap the fob back together.
If it is an old battery problem, this should resolve the issue. One note, experience has shown that the fob does not work as well in a crowded parking lot as at home. It is a matter of simply too much metal interfering with the signal. This is the normal operation of the unit and not a malfunction of it.

If the power door locks are not working on a 1999 Honda Civic, check the fuses. It is also possible that water got into the door lock mechanism and shorted out the system.
Your garage door and your neighbors transmitter are on the same frequency. You will probably need to change one of the frequencies.
If the power door locks have failed on a 1997 Honda Civic a diagnostic should be performed. The first thing to check would be the fuse for the door switches. If fuse is broken replace it. If not check and door lock switch inside the door panel.

According to the Owners manual, for a 2000 Accord LX, (2001?),page 84-86. You must have a garage door remote control! Press the desired key to use on the Honda panel and the remote key. The Honda panel red light will begin to flash slowly at first, then rapidly. The key code should now be learned by the Honda transmitter, and open/close the door. To expand on this you can hold the first and third buttons on the HomeLink transmitter for your car to erase any old codes that are stored in the transmitter. Hold the first and third buttons for at least thirty seconds, or until the LED light in the HomeLink symbol stops flashing and stays on solid.
