The United States was slow to prepare for war (prior to 1941) because: 1. The United States was a neutral country. 2. The United States was generally 'isolationist' in outlook towards the rest of the world. 3. The United States was across the Atlantic Ocean from the war in Europe, and on the other side of the Pacific Ocean from the war in China. That led to the commonly held belief that those wars would not reach the United States, or they were not a real threat.
The US suffered from World War 1 and was beginning to recover from the depression. They had not been focusing on fighting wars with anyone. They had a small military force of people and few military weapons, ships and planes. The country did not want to fight in Europe since they lost hundreds of thousands of men in World War 1 which was a senseless war with no resolutions. In Pearl Harbor the Commander of the Fleet failed to have military readiness and the US should not have put nearly the entire fleet in Hawaii. They lost much of their fleet. That commander lost his position there.
