1. Make on observation that describes a problem.
2. Create a hypothesis.
3. Test the hypothesis.
4. Draw conclusions and refine the hypothesis.
This is a fine 4 step method. As a minor edit let me say this another way which simply adds an additional step.
A. Science is empirical. It depends on facts and observations rather than on reasoning and authority;
B. Relevant facts. The scientist is selective, and does not look for all the facts not associated with the overall goal, but for clearly relevant facts;
C. Observation. It's quite alright to look for ( observe ) new relevant information;
1A. Natural Observation: Examining objects in their natural state; and
2A. Experimental Observation: This means making observations under controlled condidtions that others are able to duplicate.
D. Objectivity. The scientist is objective. Acceptance of what the facts indicate even if they contradict traditional theories and beliefs. A system of testing not proving; and
E. Measurement. Experiments require measurements.

Francis Bacon offered four steps for scientific work:
