Most orifice tubes are placed in the high pressure line to the evaporator at the fire wall connection. You will have to empty the freon from the system to replace the orifice tube which is not very expensive (the tube, that is).

If the low side has too much pressure and the system isn't cooling properly that would be one sign that the orifice is plugged up. Removing the orifice tube and inspecting it would be the best way. If the orifice tube is loaded with metal trash, the compressor is probably on its way out. Replace the compressor, accumulator and orifice now before the compressor fills the system with trash, this you don't want to happen.

Are you sure it has a fixed orifice tube system? Most heavy duty trucks use a Thermal Expansion Valve (TXV) system. In both systems, the metering device (orifice tube or TXV) is located between the condenser outlet and the evaporator inlet.

An orifice tube can be removed on the 1999 Dodge Ram 3500 by cutting it out of the liquid line. It is actually easier to replace the whole evaporator tube than just the orifice tube.

The Freon gas passes through the small screen mesh of the tube and any debris (mostly metal shavings that come from normal wear and tear of the compressor) will get trapped, and the Freon gas will also be slowed down and restricted as it passes through the small opening of the orifice.
