I own a 1990 GMC Sierra 1500 5.7L V8. My fuel filter is located along the frame rail under the cab on the driver's side of the truck. You might look there for the filter on your 1989 Sierra. It's an inline silver colored canister.

The fuel filter is located along the frame under the cab. it only take 5 mins to change. if there is no in-line fuel filter you must drop the fuel tank there is a filter on the fuel pump and you have to replace the whole pump you can not remove that filter it is a single unit.

The Sierra Nevadas are along the coastal line of California

Look under the vehicle along the frame - follow the fuel line from the tank

You didn't mention what year S10 but, there is a pre-fuel pump filter in the fuel tank, a replaceable fuel filter along the frame rail and a filter with each injector. The one along the driver's side frame rail is the one that is typically replaced during a service.
