They don't necessarily have to, but if I were a potential tenant and I was looking at a dwelling I would want it to be painted before I would occupy it.

The only way to fix it is to sand it down and repaint the car. It was not painted correctly or you would not have the fish eye finish.

Depends on your preference, the time you last painted it, and how much the room is in use. If the room is untouched, there is no use in painting it over. If the room has lots of scratch marks and chipping paint, repaint it. It depends on when you would like to repaint it, based on your preferences.

Might try WD-40 or paint thinner, eitherwise cover with a good primer and repaint. Maybe call manufacturer and see if they know.
well when i did mine i used furniture paint i painted 1 coat sanded it then painted a 2 coat it works great i bought it from Lowe's I was scared to paint it how nice it was but it worked out great
A 1994 Ford Explorer 4X4 can be painted any color desired by the owner. It may need to be sanded and have rust removed before paint is applied.

if you want to remove anything on your monster high i recommend nail polish remover and a nail file. or if want to repaint your monster high just repaint over the original make up
As with your house, if you have painted your fence a dark color you will want to strip it and sand it before you repaint the lighter color. If you do not then the darker color will likely bleed through the lighter color.
If its a deeep stain, remove door, sand it down and repaint. If not, a small paint chipper can usaually chip it off. hope this helps
