Start engine.
Turn steering wheel all the way left, then right, then center.
Stop the engine.
Top off the PS fluid.
Wash, rinse, etc.

The most common power steering pump leaks are at the line connections or behind the pulley at the shaft. The line leaks can possibly be repaired, but the shaft seal leak could be better to change the pump.

I have a 1996 Sunfire and the 4way flasher is located on the top of the steering column.
Have you checked the power steering pressure line?
the horn relay on my '03 sunfire is under the dasboard taped to the wire bundle to the left side of the steering column.
look under the steering wheel or in the engine compartment
right underneath the steering wheel
it "should" be to the right side and bellow steering wheel .if it is equipped with one.maybe check at trunk latch first to determine the car has this"option" In my 2001 Sunfire, it is on the left side bellow the steering wheel.
check fluid sounds like a bad fluid pump
check down under the steering wheel at the bottom of the dash
