My experience with my '99 is that when the gauge needle bounces all over the place that I am down to the last gallon or two of gas. I'm no expert, but in a similar circumstance as what you describe, I was simply out of gas. should not need it unless u have a heavy load on it all the time. in that case take ahold of the crank pulley and give it a twist back and forth if it moves each way roughly an inch before engaging the other pulleys replace the chain.
The 1991 GMC Sonoma 2.8 liter crank sequence should begin at the front of the crank alternating to the rear. Keep alternating back and forth until you reached the center.
If you use a towel or rag to get behind the crank and run it back it forth it will pop the clip lose so you can remove it.
