I have the same issue with my 99 TJ. After a ton of searching, I came across a technical service bulletin (NHTSA #606058, Service bulletin #081599, Replacement bulletin #082098) about the problem. There is an electrical component that is failing. I called the dealership and they told me it's about 200 bucks to fix.

I had the same problem on my 99 Jeep wrangler. Although I had mine fixed while under warranty, a temporary fix is to give an open handed smack to the top left of the dashboard. I say open handed because you want to smack fairly firmly but not break anything. Use this until you can afford to fix it properly.

The problem is a loose (poorly designed) connector under the dash, smacking it jars it and reestablishes the connection till the next time it comes loose.
