Ford Power Steering pumps can be noisy. This doesn't mean that there is a problem with it. Just make sure that the pump is full of fluid.

The only way to fix it is to replace it with another pump, which might be another noisy one, or it might be a quiet one.

try using mopar atf4 it is really good stuff it may quiet it down. get all the old fluid out and flush with atf4. just remove a line and let it empty. reconnect and use atf4 then repete to flush.
