Appointment of the Prime Minister by the Governor General

Whenever a federal election is held or the previous prime minister resigns, dies, or is dismissed, the Governor General of Canada (as the Queen's representative) selects the person best able to command the support of a majority of members of the House of Commons, and appoints that person as prime minister. Normally, the Governor General's decision is clear when a party is elected to the House with a majority of seats (the party's leader becomes prime minister); however, when no party is elected with a clear majority, the viceroy/vicereine has some discretion. Although the leader of the party with the most seats is generally given preference, another Prime Minister may be appointed if it is believed that the leader of the party with the most seats would be incapable of governing.

Technically, the power to appoint a Prime Minister is vested in the Governor General, but he/she rarely intervenes in the process. Practically speaking, if one party wins a majority of the seats in the House of Commons in a federal election, the leader of that party becomes Prime Minister. If no party wins a majority of the seats, typically the leader of the party with the most seats becomes Prime Minister. However, smaller parties can form a coalition to deny the largest party a minority government if the control enough combined seats. An example of this is the 1925 election, in which Arthur Meighen's Conservative party won the most seats, but the Liberal party of William Lyon Mackenzie King formed a government with the support of Robert Forke's Progressive party.

In Britain's parliamentary system, the prime minister is a party leader, chosen by elected officials of the party. In Canada, the people vote for representatives in their area, and whichever party wins the most seats become part of the government. The leader of the party with the most seats won is the Prime Minister.

Generally, the Prime Minister is chosen the day after the election, 1/365 years.

There must be an election at least once every 5 years, but the Prime Minister does not have to change. There is no term limit for Prime Minister.

We never elect a Prime Minister. The Governor General may appoint a new Prime Minister whenever it appears the new Prime Minister is not supported by a majority of elected Members of Parliament.

This depends on the system and the country. Generally, Prime Ministers are chosen by the elected representatives of an assembly, or appointed by the President and possibly confirmed.

New Prime Ministers can occur every year or every 15 years.
