a round object rotates when there is a force acting tangentially.. in this case friction force is acting tangentially... so it should be rolling without stopping.. but it does stop since the weight is not balanced by its normal force(i.e. normal force and weight are not acting on the same point.)

Without friction - climbing a rope would be impossible !
Without friction an object in motion would continue in motion unless acted upon by an outside force. Friction in this case is providing traction, so you can actually resist sliding. Shower mats increase friction, and reduce sliding. This friction is caused by physical imperfections within the two surfaces (feet & shower mat) when in contact with each other.
Without friction it would be impossible to stand, you would instantly fall down flat. Without friction it would be impossible to crawl. Without friction the only way it would be possible to move would be by using thruster jets, as they do on spaceships.

the torque transmitting capacity according to uniform pressure theory is more than the uniform wear theory. but if you want to improve the torque transmitting capacity you have to increase the following parameters 1)coefficient of friction 2)number of friction and pressure plates 3)dimensions of the plates

Unless the officers are on patrol, many of their duties can be performed without the uniform. Most prefer to wear the uniform.
