No. The Soviet Union broke up. Russia was the largest state that came out of that breakup. Nine of the constituent republics of the Soviet Union, including Russia, are members of the Commonwealth of Independent States, a loose association of nominally independent nations intended to coordinate trade, finance, lawmaking, and security of the members.
The Soviet satellite states revolted. On December 5, 1991, the leaders of the Soviet Union met, and said they formed a new loose federation, the common wealth of independent states and whoever wanted to, could join. So on December 25, 1991, Gorbachev resigned as the Soviet president, and all the satelite states became independant and the USSR became the Russian Federation.
