Hi! Yes Sir, you can. I am Brazilian as well and I had the opportunity to visit Toronto last year. The interesting fact is that I boarded a flight from Brazil with a stop in New York with connection to Toronto. In Brazil the People at United Air Lines did not want to allow me to proceed to Canada stating I needed a Visa. I asked them to check the Canada consulate web page on the internet. A few minutes later they allow me to board the flight. They had told me I could go to the States but tha I would have to go to a Canadian consulate and apply for a visa. Sometimes you have to teach airline porsonnel how to do their jobs. I have had to do it a couple of times. Good luck and enjoy Canada!
Can not visit Canada without some kind of visa. There different types of visa's depending your reason for visiting Canada.

the green card has nothing to do with the Canadian/French visit. What matters is where is your citizenship based from? as a French citizen or Canadian citizen then you'll have no issues traveling back and forth from Canada to France. The green card is used for American relations only.
