IMPROVING ANSWER: Actually, many states allow 18, 19, and 20 year olds to "own" and "possess" a handgun, even though federal law says they are too young to buy a handgun or handgun ammunition from an FFL dealer. Those older teens and 20-year olds are expected to be given handguns from their parents, although sometimes they could legally buy a gun from another person in their same state as a face-to-face private sale. But as to the original poster's question, about getting a carry permit, it's 21 every state I've ever looked at. If you are under 21 and want to take up the sport of handgun shooting, you have to research your state's law to see if you can transport the gun to and from the shooting range without a permit.
