u have two flashers on your car... one for blinkers and one for flashers.
Most vehicles have two flasher units. One for the turn signals and one for the hazards. If you have already replaced one try looking for the other one. Or check for a bad trunsignal switch
It makes the signals and the hazards flash.

Most obvious thing to check would be the flasher relay located under the bonnet
