The top of a barometric tube is sealed leaving no place for air to escape. It works along the same principle as a drinking straw, but in reverse. In a drinking straw, the sucking motion reduces the pressure of the air inside the straw to a lower level than the air outside the straw. Liquid resists changes in volume due to pressure and is drawn up through the tube due to the air pressure exerted on the surface of the liquid outside the straw.
