Draco Malfoy is a pure-blood and both of Luna Lovegood's parents are magical, although their blood statues are unknown. There doesn't appear to be any close family connection between the two.
If the Lovegood's are pure-bloods then they are most likely very distant cousins.

However, the actors who play them in the movies do get along well outside of the movies.

∙ 10y agoJ.K Rowling has never stated whether or not the Malfoy family and the Lovegood family are related in any way. However, Luna had two magical parents and if one of her parents, or grandparents, were pure-bloods, then Luna and Draco will be distantly related in someway.
